Merely Being a Leader Doesn’t Earn You Praise

Ibn Taymiyyah states in Jaami’ al-Masa’il:

فمجرد الولاية على الناس لا يُمدَح بها الإنسان ولا يستحقُّ على ذلك الثواب، وإنما يمدح ويثاب على ما يفعله من العدل والصدق، والأمر بالمعروف والنهي عن المنكر، والجهاد وإقامة الحدود، كما يذم ويعاقب على ما يفعله من الظلم والكذب والأمر بالمنكر والنهي عن المعروف وتعطيل الحدود، وتضييع الحقوق، وتعطيل الجهاد

Mere governance over people does not commend a person or entitle them to reward. Rather, one is commended and rewarded for their actions of justice and honesty, enjoining good and forbidding evil, Jihad, and establishing the hudud. Conversely, a person is condemned and punished for their actions of injustice and falsehood, enjoining evil and forbidding good, neglecting the hudud, violating rights, and abandoning the cause of Jihad.
