I'm reminded of Bertrand Russel's observation that the learned person is hesistant and unsure, while the fool is full of confidence in himself. So unfortunately we end up with more ignorant people stepping up for such roles, while people of more knowledge (who are more fit for the task) sit back in crippling caution.
